OUTLOOK 2007 - Automatic Phone Dialer Malfunction

When trying to use Outlook 2007's "Call" feature either from the
contacts list or from within a contact I am now receiving the following
message whenever I select "Start Call"
""Cannot complete an operation requested by the automatic phone dialer.
Verify your modem, phone, and phone line are properly configured.""
This feature has worked flawlessly in the past but for some time now I have
no automatic dialing feature.

I have confirmed that the phone line and modem are configured properly
by successfully accessing it through the fax console. Fax works fine but
Outlook has a problem with placing calls.
