outlook 2007 backup not in file menu

i am running outlook 2007 with SP2 under vista home premium. i downloaded and
ran pfbackup.exe and it seems to indicate a successful install but there is
no backup command in my file menu. i did Start>Run>....office12...outbak.dll
but the system asks me what program to open the file with and i have no idea.
Second, i look into Advance Options under the Other tab in Tools>Options and
there is no Com Add-Ins there to click on. I can't find an Outlook Backup
Addin anywhere, in fact. So i'm lost on how to proceed so i can create
Outlook backup files. Can any kind person help? Thank you,

You have to run the backup installer as an admin or it will not work.
Even then it STILL sometimes does not work with UAC enabled.
