Outlook 2007 Cached Exchange Startup Problem

When I startup outlook when connected to the internet but not my work network
outlook stop responding on startup for about a min. This does not happen when
I am on my intranet and can get to my exchange server 2003 did not do this.
Does microsoft have a solution for this problem. Note I have tried disabling
addins but it did not help. Note I am running vista 32 bit.
