Outlook 2007 Cannnot send e-mail

All of the newly created outgoing e-mail I created in Outlook 2007 is stuck
in the 'Outbox.' I can reply to e-mails sent to me, but not create new mail
and send it from Outlook 2007. Everything worked when it was first installed
now it does not.

Email Messages in my Outbox are remaining there...not all, but some....including those that I am replying to.
