Outlook 2007 Cannot delete or load it

I get Error 1321 Setup cannot modify the file
C:\ProgramData\Windows\StartMenu\Program\Microsoft Office\Microsoft Office
Outlook 2007.Ink. Verify that the file exists in your system and that you
have sufficient perissions to update it.

Outlook does not work at all. I cannot delete it, fix it or reload it. I
can do that for Word, Excel, Power point, publisher, but not outlook. I need
to delete it then reinstall it, but it will not let me.

Outlook.INK is the shortcut, not the program. The program is outlook.exe. You
can just delete the shortcut. Sounds like outlook is not installed or
activated. You cannot install another version Outlook if outlook is already
installed on your computer.

Forgot to mention that the Outlook executable file could be slightly diff in
2007 version, but it will still have the .EXE extension, while INK extensions
are shortcut files.
