outlook 2007 cannot open winmail.dat

Hello,

I sent an attachment with excel file to both outlook 2003 and 2007
users. outlook 2003 users can recoganize excel file and open it.
However, the excel attachment file in outlook 2007 is displayed as
winmail.dat attachment.

I find that if I forward this email from oulook 2007 to anybody
including outlook 2007 user itself, the attachment becomes excel
attachment again, not winmail.dat any more.

this outlook 2007 is running in windows XP.
is it a bug in outlook 2007?
any suggestions to resolve this problem? thanks.
