Outlook 2007 can't launch other programs

I am using Office Premium. Recently Outlook is unable to launch other
programs for example, general error trying to open a link in an email from
cnet, error message ends with "access denied". If I have IE open then a new
tab loads and displays. If there are picture attachments I don't get the
prompt to save or open as though it doesn't know what to use.

I'm running a fully patched /up to date Vista Home Premium, Current version
of TrendMicro Internet Security and Comodo Firewall all of which has worked
fine together for months.

I have reset Program access defaults, first to custom, then to Microsoft
default, no help. I have reset IE settings, no help. I've been using Outlook
since very early versions. My past experience with it has generally been -
nothing short of a format and reinstall all will truely fix a bad issue.

I'm here hoping to avoid that. . .

Deleting the cookies and history in IE works for me when that happens on my
computer.

Thanks for jumping in on this Judy. I appreciate your time. Unfortunately
clearing all of the misc IE files was one of the first things I tried, which
didn't work. I've done some additional testing this evening by sending myself
a Word doc and an Excel file. Outlook wasn't able to launch the default
application associated with either of those file types.

I have found that if the appropriate application is ALREADY OPEN, then I am
able to open any type of attachment in the email. I can also tell you that
any of these files opens properly if I just double click it from a desktop
location or Explorer window, so it's deffinately an Outlook issue.
