Outlook 2007 - Crashes and gdiplus.dll error

When I open a email, I cannot see the email body and then crashes, restarts
and I get a message that it cannot find gdiplus.dll. I have used all the
diagnoistic and repair software. I have checked for malware and virus and
found nothing. I have checked the windows XP font files and they are good. I
have removed all of my addins. Now I am forced to start OL in safe mode. I
recently added MSE and have removed it.

What is the issue and how do I fix it.
