Outlook 2007 - delay send email stopped working

At work I have used MS Outlook 2003 for about 5 years and loved the schedule
auto send/receive function from the Tools > Option > Mail Setup

I upgraded to MS Outlook 2007 about 5 months ago and configured all my
options the same and it worked like a charm until 2 weeks ago when it stopped
working and the only way I could get my email to send was to click the
send/receive button.

I first noticed it when I was working from home and thought it was acting up
due to the VPN connection, but it continued when I returned to the office and
so I had to change my option so that mail was sent immediately because I
would forget to click the send/receive button.

Our IT folks are less than helpful since 2007 is not officially supported.

None the less I dug around and found the other option to use "rules" to
delay send, which is fine, but when I have the rule configured I can't
override by clicking on the send/receive button like I could when the delay
was set up through the mail options.

The *only* thing that has changed on my system since it stopped working was
that the company installed encryption sw on all the computers at work, again
IT folks swear that should not have changed how my applications work.

So, is it possible that the encryption app did muck up the 2007 delay send
option, in which case I have no options.

OR - is it possible to configure the rule for delay send to allow an
override if the send/receive button is clicked? I tried digging around in
help but could not find anything.
