Outlook 2007 does not have ribbon bar

I installed Office Ultimate 2007 and then installed SP1. Outlook does not
have a ribbon bar, but has the standard menu like in Outlook 2003. Word 2007
has a ribbon bar.
How do I get the ribbon bar to display?

Outlook has the ribbon when you have an email open but not on the first
screen (not sure what to call that).

Outlook's main window does not presently have the ribbon, however each
module does have the ribbon. Open any new message, contact, etc. and the
ribbon is present.

Ribboning for the next version of Office should apply to all of the
applications that do not have it now, such as Publisher, OneNote, InfoPath,
etc.
