Outlook 2007 does not show all email

This is a problem my university office is facing with recent upgrades in our
computer systems. Currently, we have found our computers running Vista
Ultimate and Offfice 2007 Enterprise all fail to pick up all email form the
IMAP connection to university mail. I have read several threads with no
answers and found some people with XP OS and Office 2007 having the same
problem. Emails in Windows Mail shows completely, and the same for
Thunderbird removing the server side questions. The computers are new with
accounts transfered using MS file transfer software during the first startup.
The emails that do eventually come in have ranged from 24 to 48 hours old
making it rather useless, so I can say eventually Outlook does get the mail,
but there's no explaination for a delay. (This is well after reopening
software, restarting computers and other common tricks.) Does anyone know
why Outlook 2007 doesn't behave? Why 2 other email packages can work under
the same settings and not Outlook 07? How this can be repeated on all the
computer setups doing standard complete installs? I suspect it's a security
setting hiding in the registration, but i have no idea where to look in these
new Vista systems.
