Outlook 2007 Double Spacing Issue

I have a user that is having a peculiar issue. When he composes an email in
plain text, it automatically double spaces. You can type it out in HTML,
click on Plain Text, and it will double space. Does anyone have an idea of
what might be causing this? I am at my wicks end. Thanks!
