Outlook 2007 e-mail embedded links won't open browser.

this just happened last week and from then on. Previuoslu it worked fine.
The message i get reads:
"this operation has been canceled due to restrictions in effect on this
computer. Please contact your system administrator"
This is a personal computer and I'm the only one that works on it"
