Outlook 2007 Error Message

My boss just installed Office 2007 and when he attempt to create a
folder in Outlook, he receives this message:

Cannot create the folder. Your server administrator has limited the
number of items that you can open simultaneously. Try closing
messages you have opened or removing attachements and images from
unsent messages you are composing.

He has Vista, Office 2007, and it connects to an Exchange 2003
server...

Any help would be greatly appreciated....Thanks.
