Outlook 2007, Exchange 2007, central BCM database and shared mailboxes

Hi

I have a client with approximately ten users on XP Professional running in a
SBS 2008 domain. We are using the bundled Exchange 2007 Server for email on
the main server with MS Office 2007 Enterprise inc Outlook 2007 and Business
Contact Manager 2007 on the client side.

The central shared BCM Database is running on a member server within the
domain and which runs MS server 2008 Standard and the BCM database runs
under SQL server 2008.

All client machines have BCM 2007 installed and all machines can 'see' the
BCM database when local cached mode is enabled in Outlook.

As per company policy, senior managers require an overview of all incoming
and outgoing email on the company system for all staff, so all accounts are
set with share permissions to allow this at Exchange server level. With
local cached mode switched off in Outlook, managers can see and manage mail
in their own and other user accounts - BCM is effectively disabled with
cached mode off. However with local cached mode enabled in Outlook the
senior managers are only able to access their own mailbox and whilst the
shared mailboxes are still listed, the managers get a pop up box: 'The
operation failed' which of course is a particularly helpful message :)
When I switch off local cached mode in Outlook, everything except BCM
returns to normal and the shared mailboxes are fully available.

It looks like a permissions issue, but user permissions are set
appropriately and work within Outlook when BCM is not installed whether or
not local cached mode is enabled in Outlook.

Has anyone got any ideas as to what's happening here and what the fix might
be?
