outlook 2007 file in outgoing I cannot send or delete

I sent (or tried to send) a file and message to a software company re another
problem I was having with their product (not related to this). The file
(218MB) is in the outbox and Outlook 07 will not delete it nor send it, in
fact it does nothing but sit there doing nothing. I get an error message
every so often that tell me Outlook is sending this file. Clearly it is not.
I have no idea at this point on how to get rid of the file.

Click File>Work Offline. Stop and restart Outlook. Delete the message.
Click File and uncheck Work Offline.

I have same problem but tried the offline, close, reopen, delete process and
would not delete the file. The offline check mark is highlighted so I assume
it is offline. However, to be sure I tried send/recieve while offline and it
did send.recieve. Does that mean I am not truly offline? How do I tell?
Any other possilbities?

It could be that even though you believe you closed Outlook, that an
instance of it remained running. Close it again and use Task Manager to
verify that there are no processes named "OUTLOOK.EXE" that continue to run.
The restart Outlook and see if you can delete the message.

If that doesn't work, see this:

GUARANTEED to work, but it's invasive.
