Outlook 2007 forwarded mail message is missing

I am using outllook 2007, i found that i face this problem once in a while,
don't know under what circumtances, the problem will be triggered. When i
forward email (with attachments like excel, pdf, words or txt file), the
receiver receive the attachment only, do not have any original message within
it. When i check the sent items, the message content really missing, left
only attachments. I remembered when i am forwarding email, the message
content is still at the bottom part, but why the message part missing in the
sent item?

I am using POP3 email server, with client PC installing the Outlook 2007 and
Symantec Antivirus Corporate Edition 10.2, it is capable of scanning the mail
content. But i don't think antivirus software is the source of the problem.

P/S , email option both set to "Include original message text" when replying
and forwarding a message.

Please help!!!! I am scratching my head towards this problem.

its most likely the AV software - scanning email is know result in problems
like this.
