Outlook 2007 GPO in place, one Vista pc settings not enabled, rsop shows it?

I've enabled an outlook 2007 policy in our GPO settings... for some
reason, despite checking via rsop.msc.. the policy to enable cached
exchange mode doesnt seem to be enforced on this one user's Vista
machine (another Vista machine has it forced just fine).

I verified that the policy is visible and set to enabled via
rsop.msc.. I also checked another GPO setting, the one where we force
tracking to be turned on.. it is set (as it is greyed out, in
outlook)..

I can't figure out why the cached exchange mode setting wouldn't be
forced as well?

I checked on another vista machine and both the tracking AND the
cached mode settings are forced there.

Any thoughts out there?
