outlook 2007 inbox view does not refresh

Issue: outlook 2007 inbox view does not refresh when new mail is received
1.) Outlook is open and I have the Inbox as the focus
2.) Outlook performs Send/Rcv
3.) Newly arrived emails are identified as in: "Inbox (7)"
4.) Newly arrived emails do not display in the actual Inbox pane within
Outlook
5.) To display newly arrived emails in the Inbox I need to click to any
other folder then back to the Inbox at which time newly arrived messages
are viewable

Of note; this same behavior can be reproduced in other folders where rules
are applied to redirect emails to "other" folders.

Example:

1.) Have the focus of Outlook be "FolderXYZ" not the Inbox
2.) Send email with specific words in subject line which an Outlook rule
would handle and redirect to some "FolderXYZ"
3.) Hit F9 (Send/Rcv) process completes and identifies newly arrived email
in the "FolderXYZ" (1)
4.) However, since the focus of Outlook was "FolderXYZ" when Send/Rcv
processing occured Outlook only identifies the email has arrived but fails
to properly display the new email in the "FolderXYZ" viewing pane until I
click away from this folder and then back. At which time the newly arrived
email is now displayed in the "FolderXYZ" viewing pane

There are NUMEROUS people with this same issue, just do a Google Search
using "outlook 2007 inbox view does not refresh" and see just how many hits
you get. There are a lot supposed fixes but I have not seen a single one
actually resolve the issue.

Possible fixes but none permanently fix the problem:

1.) Uninstall Google Search (I do not have this installed)
2.) RPC and NAT routing (I don't use NAT and my Firewall has Outlook as a
permitted application and it is not that the emails are not arriving, they
ARE, but Outlook itself does not refresh when new mail arrives until a
manual refresh is execugted and does not move emails to appropriate folders
at all)
3.) Subscribe to the MS Customer Experience Improvement Program (sometimes
it works and then it reverts back)
a.) Close Outlook
b.) Open Word
c.) Click the Microsoft Office Button, and then click Word Options.
d.) Click Trust Center.
e.) Click Trust Center Settings, and then click Privacy Options.
f.) Select the Sign up for the Customer Experience Improvement Program
check box, and then click OK.

Can anyone please tell us when this bug will be fixed and a patch prvided?
