Outlook 2007 Junk Mail Safe Senders via GP doesn't work

I running Outlook 2007 SP2 and Windows 2003 SP2. I created a GP to reference
a safesenders.txt using the 'Specify path to Safe Senders list". Although I
can get other Outlook Junk Mail settinsg -- such as Protection Level -- to
work - I can't seem to get it reference my list. Perhaps, I don't know how
the list works or specifically where I should locate it or something. I
specify the correct path. It is a list of domains @domain.com format. Can
someone offer a suggestion to the problem or how best to troubeshoot?
