Outlook 2007 meeting invite with .ics file change time to 4 hoursearlier

Hi,

I have tool that creates .ics file and send as attachment in the
email. This mechanisam was working fine with outlook 2003. Recently i
have updated to outlook 2007 and it gives following issue.

"When Open .ics file in otulook, it changes time and makes it 4 hours
earlier. For example, if meeting time is 3:00 PM EST , it makes it
11:00 AM EST."

Is there known bug or issue with outlook 2007 or do i need to change
anything of .ics file?

This is production issue and any help would be appriciated.
