What is your question?
Outlook 2007 does have the Ribbon. It actually has 19 Ribbons and
required more work than any of the other Ribbon apps. You only see the
Ribbon in Outlook 2007 though for the windows for its individual items
(appointments, contacts, emails, etc). The main window of Outlook didn't
receive the Ribbon.
Visio, Publisher, Project, OneNote, SharePoint Designer, InfoPath and
Groove 2007 all don't have the Ribbon. It is correct that Microsoft
would not give those applications the Ribbon via a patch/service pack.
That would be way to big a change for a patch/service pack, which are
intended to fix bugs, not introduce new features.

Neither Outlook 2007 or Publisher 2007 have ribbons. Microsoft told me that they did not have enough time to fit them into the 2007 release but would be available for the next office release. Also they had no intention of introducing them via a patch/update.
