Outlook 2007 - "Not junk" stays junk

For some reason emails from one of the people in my Contacts/Address Book
marked as a Safe, keeps getting put in the junk folder. Their email address
is not masked. Each time I highlight it as "Not Junk" and re-add them to the
Safe list, but it continues to appear in my junk folder. Otherwise, routing
to the Inbox and the junk folder is functioning properly. Any help
appreciated.

Have you checked that they are not on the blocked sender's list by
accident?
Have you verified that they are on the safe sender's list?

I have checked..they are not on the blocked sender's list and they are on the
safe sender's list.

If the emails are not confidential, then please forward one or two me as
attachments (open email, other actions, forward as attachments). You can
