OUTLOOK 2007 NOT RECEIVING E-MAIL

Hi there. Here's my issue:

I just purchase a new Toshiba laptop and installed Office 2007 myself. I am
running into a problem setting up Outlook. I set up my account using the
correct POP3/SMTP settings... verified with my ISP via three separate phone
calls. My outlook receives my cox.net e-mail just find but won't send.

I've double-triple checked my settings. I've even tried changing the
outgoing port for 25 top 587 but it still will only receive. I really need
to get this working ASAP! Please help!

what anti-virus scanner do you use? Are their any send and receive errors?
If you test the settings in Tools, accounts, does it work?

Here's the whole situation:

I am using a cox e-mail address but connecting wireless through my dad's
Verizon Fios internet. I get an error message saying that it cannot connect
to my outgoing server. I am using Norton 360.

I've been on the phone with Cox all morning and they have no idea.

Oh. You can't send mail - that's a fairly common problem. Not receiving is
mail is less common.

How are you authenticating with the server? tools, accounts, select the
acct, more settings - the outgoing server tab.
