Outlook 2007 not responding on restore

OS: XP SP2
Outlook: 12.0.6014.5000 MSO 12.0.6017.5000
Exchange 2003

When outlook is minimized to the system tray and then restored, a balloon
pops up stating

"Outlook is not responding. If you are using a Microsoft Exchange email
account, you can cancel pending server requests by clicking the Outlook icon
in the notifications area and then clicking Cancel Server Requests on the
shortcut menu"

This occurs frequently but not everytime.

Have you seen this issue and is it something that can be remedied?
