Outlook 2007 not sending email - receiving OK

Cox servers are not sending my email from Outlook 2007. I can receive just
fine. The error message I get is:
Task - Sending reported error (0x800ccc80) : None of the authentication
methods supported by this client are supported by your server.

What new authentication methods are now being used?
I cannot find any settings in this version that seem any different than
Outlook 2003.

There is a problem when accounts are migrated and you need to reset the
accounts. Either create a new account or change the authentication settings
and change them back. Running Office diagnostics is reported to fix the
problem as well.
