Outlook 2007 not sending my attachments & turning off Junk Mail filter

I'm new to Vista and Office 2007. I'm assuming this is some security measure
I can turn off but I can't find it. It's quite annoying. I'd appreciate it
if someone could point me in the right direction.

I do have one other minor thing... I have a spam filter that send junk mail
to a special folder. It automatically removes those files from Outlook after
a week. I don't know how to disable the JunkMail filter. I look in filters
and it wasn't there. Yet I get mail in the automatically created junk mail
folder. What happens to it when left there? Does it accumulate indefinitely
or get deleted automatically? I'd rather just let me spam filter deal with
it all. Where do I turn this off?
