Outlook 2007 not sending outgoing attachments

i am running windows xp and office 07. I had the system set-up fine then
changed PCs. I re-installed the same version of office but it strips the
attachments from outgoing e-mails before they get to the sent item folder. I
have checked and the e-mails are being sent as html. I have tried switching
all the anti-viris and firewalls off but it makes no difference. This is an
essential feature, can anyone help?

So you are saying that the item doesn't have an attachment anymore when you
look at the item in the Sent Items folder?
Does this apply to all the people you are sending to?
Which mail account type are you using?
Which addins do you have installed?
Does it work in Outlook Safe Mode?
Start-> Run; outlook.exe /safe

Depending on which virus scanner you are using, you might need to uninstall
it completely and then reinstall it without the mail scanning feature.

Thanks for replying, that is exactly it. Applies to all people. I'm using a
pop/smtp account. tried to start in safe mode but said the command line
argument was not valid, verify the switch you are using. I'll check the
add-ins, just the standard I think. I have uninstallled the anti-virus
software to no avail! I have been through every setting in outlook, obviously
except one somewhere.

Did you note the space between outlook.exe and /safe?
