Outlook 2007 not showing preview of url path when i hover hyperlin

when I hover over a url in an email, I'm not getting a preview box with the
full url path and the option that says "click to follow link".

Is there an option somewhere in the settings in Outlook that I need to turn
this on? Is it tied to an IE setting?

used to work...
