Outlook 2007 only works in safe mode after Windows 7 upgrade

Using Windows 7 Professional, one of my users can only get Outlook 2007 to
work in the safe mode. If he boots up regular, the reading pane does not work
and has to put in his password numerous times to get any messages (if at
all). The troubleshooting we have done so far is as follows:
1. Tried to repair Outlook, but got a notification stating the action could
not be completed (no other info given)
2. Tried to uninstall Office and re-install, but again got the notification
stating the action could not be completed.
3. Created new profile for the user with a clean slate, and still got the
same issues.
4. Disabled just about every add in he has.
If anyone can offer a suggestion or point me in a direction, it would be
appreciated.

Are you talking about Windows 7? No I have not, but was hoping to avoid that.
That will be my last resort.
