Outlook 2007 - POP3 - Can't Receive

I have several new computers with Vista and Office 2007 Small Business
edition. I was able to import mail / folders and set up the
accounts. I set up the account from scratch - I didn't import.

These mail accounts work perfectly with Outlook 2003 but I can only
send e-mail. I cannot receive anything. I get a message that the
connection to the server was interrupted.

Lots of research would indicate that this might be related to an AUTH
code being sent. However, I can't find any solution to this.

Windows firewall is turned off and I uninstalled the Virus software on
this machine.

I've seen from a number of other posts that this might fix the problem:

Go to programs, accessories then right click command line and select run as
administrator.

At the prompt type:

netsh interface tcp set global autotuninglevel=disable

and hit "Enter" Please let us know if this helps!

code being sent. However, I can't find any solution to this.

Windows firewall is turned off and I uninstalled the Virus software on
this machine.

Are you absolutely positive that you have set up the pop3/Incoming mail
server entry correctly and with no typos? Have you visited your mail
provider's web site and verified all of your mail account settings against
the examples which they provide?

I thought about that and checked everything again. I even deleted the
profile and set up a new one just in case. I know that I have it correct as
I can send mail without problems and our outgoing pop3 and incoming use the
same address.

As an update for anyone with the same problems -

In my case, thanks to some help from Benjamin, I know what the problem
is and am working on a solution. Some folks are able to use the
Windows Vista fix that Hal posted above to fix their problem.
Others, like me, are not.

I have been told that when Outlook 2007 connects to a POP3 server it
enumerates the available authentication types and then attempts to
authenticate with the server using the most secure authentication type
that they both support. In my case, I am connecting to Windows POP3
server that supports plain, login, NTLM and MD5 authentication
methods. NTLM is the most secure compatible authentication type
supported by my mail server and Outlook. The server is failing during
the NTLM authentication and terminates the connection instead of
failing gracefully. This prevents Outlook from falling back to a less
secure authentication type and is ultimately preventing me from
accessing my mail.

A support case has been opened with the company that provided the POP3
software and we are waiting to hear back to see if they have a fix.

More information will be posted as I get it.
