outlook 2007 resolution vs outlook2003

A user sent out a notice which was an embedded JPG file to about 10 test
users. All of the outlook2007 clients had great resolution while the
outlook 2003 clients had bad/blurry resolution of the notice. Is there a
built in function that controls this or is it hard coded or ??
