Outlook 2007 - Send/Receive - "Don't have appropriate permission"

I am new to using Outlook for EM
Works fine on my desktop
Was working ~OK on my laptop
Tried a few backup/restore "trial-ware" packages

NOW if I hit "Send/Receive" I get the kessage that I "Don't have appropriate
permission ...."

I have un-installed, re-installed, CURSED, Googled, Searched Knowledge Base
- can't find an answer. If I use Outlook Express, NO PROBLEM

I can't even get into "Send/Receive" settings - same message.

Any ideas?
