Outlook 2007 SET UP help

Help, I can not get Outlook set up. I think it has to do with my ISP
incoming and ISP outgoing information. It says something about putting in
the information on the ISP outgoing that my ISP has sent me. Huh? What is
that? I am making this way too complicated.
