Outlook 2007: Signature not automatic in OFT files

Hi,

I got a problem here with people who use Template files in outlook 2007 that
the signature does not come under the template, in Outlook 2003 they did.

There was a problem with it in outlook 2003 but they made a hotfix you could
download.

I can't find any solution, but i readed that this was made like this. Is
this true? is there fix or something else that puts the default signature
under the template. Be aware it's not possible to put the signature under the
template because lots of people use the OFT files.
