Outlook 2007 smtp server connection issue

I am running windows 7 microsoft office enterprise. I am trying to set up my
outlook account but I am unable to send messages. I can receive messages
with no problems. It tells me that I cannot connect to the smtp server and I
need to contact my ISP etc... I have tried changing all of the settings
under the Accounts tab with no luck. Any suggestions?

Are you properly authenticating with the outgoing server? That is the
usual cause of problems sending email.

Post the exact and full error message.
