Outlook 2007 started deleting the + sign before area/country codes

Outlook has started deleting the + sign of country codes after a contact is
opened for editing and is saved.
An additional twist is that the "Automatically add country code to local
numbers" option in th "Actions Menu" is greyed out.
Office ver 12.0.6300.5000 SP1 MSO 12.0.6213.1000.
Outlook Contact Manager is installed, but issue started well after
installation.
Issue has been reported by Plaxo users in other fora, but Plaxo is not
installed on the machine in question.

Check your modem and dialing properties in Windows.

Yes, you're right, there is an issue with the modem -it has disappeared. I
had the motherboard of this Dell Latitude D420 replaced a weak ago, and I'm
sure I saw the modem re-inserted... (the BIOS settings are OK). Do you know
of a workaround that does not requiere the modem to be available? I
synchronise my Outlook with my Windows Mobile PDA, and using the address book
has become a challenge without the +sign.

In spite of the fact your modem appears unavailable, Windows should still
allow you to configure your dialing settings as though the modem were
available.
