I have an image saved as html and I would like to use this as a background or
stationary in an email message. I go to 'Tools'/Options/'Mail
format'/Stationary and Fonts tab, and click stationary - but do not see how I
can sdd/use mine. There is a list of dozens of style - but no option to pick
this html of mine.

Place the template in your Stationery folder.
To open it, hold CTRL while pressing the Stationery and Fonts... button.

I did as you suggested and I was actually able to see/select it when I went
back to 'Tools'/Options/'Mail Format'/Stationary and Fonts tab. But, I still
can't get it into the background of a new email.

I'm not sure what you mean by that.
If you do not want it as the default stationery, then you can choose it via
Actions-> New Mail Message Using-> More Stationery...

Wow, this is what I have been looking for, but I still can't get it to
display. I can see my stationery with the rest of the stationery on the left
hand side (scroll down). I see it display on the right hand side (preview).
But when I select it - it just doesn't come into my email - nothing gets
displayed. All the other stationery works (gets drawn into email).

I apologize for not being more specific regarding if this was going to be my
default or not. I did not know I had the option of Actions-> New Mail
Message Using-> More Stationery... That option would work perfectly if I
could just get it displayed in my email.

It is probably in the way you created your stationery.
Let's do a simple test and create a HTML file with some text in it and put
that in your Stationery folder. When you create a new email now, that text
should appear.

Does that work?

Roady,
I apologize (again) for taking so long to respond - but had a number of
deadlines to meet over the last couple of weeks.

You were correct ... and I am now successfully able to pull my stationery
into my email as a background, plus I can do it using 'Action/New Mail Using'.

Only one issues remains unfortunately. The image is not really a background
image at this point, meaning I can't type text etc., "over" the top of it
currently. Any other text or image keeps pushing it downward.
