Outlook 2007 - Vista continually sends email with attachments

Hi I am using office 2007 with Vista 32 bit and I am having problems with
outlook continually sending emails with attachments. They sit in the outbox
sending but never make it to sent items they just keep resending. Can someone
help me fix this issue?

Does it happen with every item you send with an attachment? Do you have a
limit to the size of an item you can send?
