Outlook 2007 won’t download email

Ever since I tried to load Internet Explorer 8 (the attempt failed – not
responding) my MSN email will not download into Outlook. If I close Outlook
and log back in, all the stored email is downloaded. Pressing Send/Receive
fails to download the stored email.
