Outlook 2007 won’t show emails unless download headers first

I use Outlook 2007 on my laptop, sometimes connected to Exchange server and
sometimes Offline. Connected to Exchange, I get Exchange email, and my two
POP accounts work fine: no problem.

Here’s the problem: Disconnected from Exchange (working Offline), POP emails
do not show up unless I do Send/Receive with the “Download Inbox Headersâ€
option first. Then I get the headers, and I can then do Send/Receive “Inboxâ€
and see the emails.

Otherwise, the emails don’t show up until I go back to the office and go
Online with Exchange again. Note that this setup previously worked OK in
Outlook 2003, and the same POP accounts come in with no problem in Windows
Mail on this same machine.

Here’s another strange thing that might be a clue: When working Offline and
trying to receive POP email, spam does come in and get posted to the Junk
folder. It’s all the good mail that’s not Junk that doesn’t show up until I
go Online again.

I have tried starting Outlook with the /safe and /cleanviews options, and
those did not help.

Any suggestions?
