Outlook 2007 won't open when emailing pictures

Recently I upgraded from Office 2003 to Office 2007. Since the upgrade I can
no longer select pictures in a window or from Windows Photo Gallery and hit
the Email button. If I do, it asks me what size I want to send them at and
then asks me to select the profile to use with Outlook (as it does when I
start Outlook). Then nothing happens.

If I open the Task Manager I can see an Outlook process running. Until I end
that process I can not open Outlook from shortcuts or directly from the Start
menu.

The process works if Outlook is already running before selecting the
pictures and hitting the Email button.
