Outlook 2k sends immediately on clicking 'Reply' button

This past week, OL 2k under Win 98 has begun the following
behaviour,

- Open a message in Inbox
- Click 'Reply' button

Before you do anything else, OL immediately sends the
blank reply. Since I later Send a completed reply, people
are now getting 2 emails from me in reply to the same
message, first a blank, then a true reply with message.

What to do?
