Outlook 6 XP Error

I upgraded to XP and Outlook Express 6 (6.00.2800.1123) no
longer works. I get the following two errors:

A TCP/IP error occurred while trying to connect to the
server. Account: 'mail.rabun.net',
Server: 'mail.rabun.net', Protocol: SMTP, Port: 25, Secure
(SSL): No, Error Number: 0x800CCC15

A TCP/IP error occurred while trying to connect to the
server. Account: 'mail.rabun.net',
Server: 'mail.rabun.net', Protocol: POP3, Port: 110, Secure
(SSL): No, Error Number: 0x800CCC15

The ISP provider came out (mail.rabun.net) and all the
handshaking between my computer and theirs is correct.
Any ideas or thoughts?
