outlook '7 won't open when i want to send pic from pic viewer

using vista. outlook won't open when i want to send a picture from windows
picture viewer. then outlook won't start at all till i re-boot.

Outlook isnt opening fully when you use send to, when it next happens bring
up task manager and under running processes you will probably see one or
more instances of outlook.exe. End these processes.
Then check in Internet Options that outlook is set as the mail handler, and
then run Office Diagnostics, see if that helps
