Outlook 98 and html attachment

Outlook98 set to receive messages as Plain Text on 2
machines (one Win98SE and the other WinXP Pro) both
Outlook98. The XP machine can receive a plain text
message with an html attachment fine, while the Win98SE
machine receives the same message (cc)which includes the
header and the html attachment in the message body as code
instead of as and html attachment.

Obiously, something is not set correctly in Outlook98 on
the Win98SE machine but I can't see what it is....Help!
