Outlook 98 contacts not accessible from New Message

Running Outlook 98 Corporate or Workgroup version and
Win98SE. Outlook functions fine until recently when I
open a New Message and click "To" or the "Address Book"
icon, I get a message as follows:

Out of memory or system resources. Close some windows or
programs and try again.

On the main Inbox page, the Address Book and Contact
folder is fine and accessible. Outlook is the only thing
running and I have plenty of resources. Task manager
shows only Inbox-Microsoft Outlook, Explorer, Mapisp32,
Starter, Vptray, Systray.

I have run the Inbox Repair Tool which has found/repaired
nothing.

How do I correct this?
