outlook account breach of security

Within my network environment it allows a user to configure their outlook
2002 or outlook 2003 account to be another user and successfully opens
anothers email. Why and how can I fix this security breach

A good start would be to explain what kind of mail server you're using.

Check the security permissions on your Active Directory containers.
