Outlook add-in for PWA 2003 not available

When clicking the Download Now button in Work with Outlook I get prompted for
ActiveX security (after making changes in Internet Options), but nothing
happens. There is not download nor can I find where to download this add-in
from out side of the PWA 2003.

How can I fix the Download Now link or where can I download this add-in from?
