Outlook Add-In not downloading

I'm in desperate need of an answer to this problem. I've been trying to
figure it out on my own for 5 months now and haven't come to a solution.

When I click the Download Now button to download the Outlook Add-In in PWA,
it prompts me if I want to run the ActiveX script, I click Yes, and then it
does nothing. I click the Download Now button again and nothing happens
except I get a problems with this web page error with the following details:

Char: 5
Error: Permission denied
Code: 0
URL: http://servername/projectserver/Tasks/outladdn.asp?_oid=-1

I am the Project Server Administrator so I have admin privileges on the
server. I shouldn't be getting a permission denied error as I am also a
domain admin and have full privileges. This is happening to me and all my
end users.

I really need to get this fixed and am hoping someone can help me. Thank you.

try to give low permission for the internet or intranet in the IE and test.

I have set my Inernet, Local Intranet & Trusted Sites settings to Low and it
still does the same thing as previously explained.
